(a) Crown Servants?

HMG well aware of crucial role of Crown servants in maintaining

efficient administration and smooth transfer.

Under Section 4(5) of British Nationality Act, Crown servants may apply for British citizenship without residing in the UK.

So far few applicants have been successful.

Young professionals/entrepreneurs

Well aware of need to give reassurance to individuals in these

categories so that they will remain in Hong Kong and contribute to its continuing success.

We are considering urgently with the Home Office what might be

done to meet this need.

(c) Students?

We would be prepared to see what might be done for this group.

(d) War Widows?

Such people do not automatically qualify under present

Immigration Rules. But Home Secretary certainly does not rule

out flexibility in this area.

(e) Spouses of British citizens?

Citizenship cannot be granted without some period of residence in

this country.

But there is no problem for spouses of British citizens to enter this country with their partners.
