SHOULD HMG INTRODUCE FULL DEMOCRACY IN HONG KONG BEFORE 1997?
We have always sought to introduce democratic government in Hong Kong at a pace which commands widest possible support in territory.
Have also sought to achieve continuity over 1997 and to ensure that what is established by that date will continue to flourish after the transfer of sovereignty: that is best way to ensure that Hong Kong has system of government it needs to safeguard its freedoms and way of life at 1997.
That is why we have worked for a Basic Law which carries forward the changes we plan to make before 1997. Sure that Hong Kong people fully understand this.
It is clear that there has been a shift in opinion in Hong Kong in response to recent events in China.

We shall be conducting a thorough review of pace and nature of democratisation in Hong Kong. But do not believe that it would be right to take snap decisions on such an important matter while mood in Hong Kong is in state of flux.
