George Foulkes, shadow Foreign Minister, today welcomes the main reccomendations of the report of the Foreign Affairs Committee on Hong Kong and calls for a full scale Commons debate as soon as Sir Geoffrey Howe returns from the colony next week.
"The two key recommendations on the speeding up of democratic government and seeking the co operation of the European Community, the Commonwealth and other countries to provide an international safety net for the people of Hong Kong, in an emergency, have both been strongly advocated by the opposition" says George Foulkes.
"But we will strongly oppose any fexibility on right of abode for senior civil servants or any privileged groups which will be extremely devisive in the colony."
"it is essential that the United Kingdom introduces fully democratic government before our responsibilities ends in 1997. The Government is on weak ground criticising lack of democracy in China or elsewhere while they retain colonial paternalism in Hong Kong.'
