Why do we say only individuals' special circumstances can count under section 4(5) of the 1381 Act? Why not special circumstances facing a group of people, ce suggested by OMECLOT

(22) The Committee has noted the Guardian Article of 13 May.

Whatever these assurances are, they do not seem to be working ie they are not assuring anyone, What do we say to that?

Under Section 43 of the 1981 Act the Secretary of State can delegate some of his functions to the Governor. Would that allow the Secretary of State to delegate this power under Section 4(5)? Would that not give the administration of Section 4(5) greater credibility?

General Attitudes

(24) In Hong Kong the Committee heard on more than one occasion that

did not feel welcome in Britain. Is that part of Government policy? If people from Hong Kong were to be made more welcome, by how much would that increase the numbers coming?
