It would be very difficult and have secondary effect
if you simply applied Section 45 to all people in crown
service and the reason for that goes back to the Joint
The Joint Declaration has in it a
Declaration.
provision that certain posts after 1997 can only be
occupied by Chinese nationals.
If somebody is given
full UK citizenship under section 45, they would cease to
be a Chinese national so that is not really a very
effective thing for all serving civil servants.
It might
be something which is of great use to people who have come
to the end of their careers and it is in that sort of
or to
thing that I would look for it as being a benefit,
people in wider crown service because it provides for
people who are not simply in paid employment of the crown,
but those who are in unpaid crown service,

Following that, how dangerous or how urgent is the
situation with regard to retention of crown servants as we
go steadily towards 1997?
How would you put the need for more flexibility in
terms of retaining people to run the colony of Hong Kong?
