SIR DAVID VILSON:
There is one possible problem with that sort of a
solution and that is can people be sure that the policy
will continue? If they are not part of a quota, can they
be sure it will continue?
If they are not sure, then they will not wait until
later. Once they are part of the quota, they will move,
while they think that the policy is lasting, 60 that does
have difficulties. It could in certain circumstances
encourage more people to move than otherwise would do so.
Perhaps I could make a general point here, Chairman:
I think I said last time when I was giving evidence,
that my own objective in all of this is to see if such
reassurances could be found for the people of Hong Kong
that they do not have to move out of Hong Kong because
that is where they want to stay.
The problem with the sort of insurance policy people
can go for now is they have to move out of Hong Kong to
get it.
They have to go to Canada to get a Canadian
passport or Australia for an Australian passport.

What I am suggesting to the Committee is something
which does not oblige anybody to leave Hong Kong.
enables them to stay in Hong Kong. To my mind, that is a
crucial element of any sort of solution which is going to
be
one which is really desirable in Hong Kong,
