MR. PETER SHORE:

I suppose that the most important thing of all in

the minds of the people of Hong Kong is really not so much

the further drafting and re-drafting of the Draft Basic

Law,

but whether in fact the people can have any faith in

the Joint Declaration itself and, indeed, its maintenance

by the Chinese. Government after 1997?

SIR DAVID VILSOF:

That is certainly the sort of thing which is being

said at the moment in the immediate aftermath of what has

been happening in China.

CHAIRMAN;

Do you think China has breached the Treaty?

SIR DAVID VILSON:

Bo, Mr. Chairman. Nothing that has happened has

breached the Treaty.

MR. TED ROWLANDS:

May I briefly pursue the point that Mr. Shore has

been putting to you, Governor, because in Article 14 of

the Draft Law it also says: "The Government of Hong Kong

Special Administrative Region may in times of need ask the

Central People's Government for assistance from the

garrison for the maintenance of public order."
