Under-Secretary in the Home Office and on my left, Mr.
Harrington who is Assistant Secretary and Head of the
Division that is directly responsible for nationality
policy within the Home Office.

It is, as I said,

as I said, a great pleasure to be with you
this afternoon and, as you kindly remarked in your opening
words, I was for two years from 1985-1986 doing the
job that Lord Glenarthur is now doing at the Foreign and
Commonwealth Office. I did, therefore, under Geoffrey
Howe, have responsibility for Hong Kong matters and I was
involved at that time in the introduction of the BFO
passport and I was made very well aware of the intense concern, which I well understand, that is felt in Hong Kong on immigration, nationality and citizenship issues.
