The Secretary of State has read your minute of 11 April and its attachments. He thinks that the memorandum on Article 157 is much improved and clearly intelligible to non-lawyers. He is also content with the memorandum on air services. He has no difficulty with the paper on human rights but has asked whether it might be worth pointing out that the Joint Declaration (and the Basic Law) provides for the maintenance of rights and freedoms of person, speech, assembly, etc, and indeed excludes the extension of Hong Kong of Chinese birth control policies.
