Legal Advisers.

Further to our telephone conversation, I am writing to confirm that the Foreign Affairs Committee would like to invite Mr Renton to give oral evidence to the Committee as part of its inquiry into Hong Kong. The possible time of this session would be Wednesday 24 May, at either 10.30am or 4.15pm.

The Committee's inquiry is into Progress in implementing the Sino-British Agreement of 1984 on Hong Kong. This has meant that the Committee has received evidence on a range of issues, one of which is nationality and provision for those from Hong Kong to take up residence in the United Kingdom. The subject has already been dealt with in the memorandum from the Foreign Office and in evidence by the Foreign Secretary and Sir David Wilson. I enclose copies of that evidence with this letter. I also enclose on a confidential basis copies of written memoranda submitted to the Committee on the nationality issue. These have been reported to the House but have not yet been published. The issue is also likely to be raised in oral evidence made to the Committee next week. I shall send you copies of transcripts of that evidence when they become available. I also enclose in annex a summary of the statement of the main terms of reference of the inquiry.

In its session with Mr Renton the Committee would like to discuss further the nationality issue and the views of the Home Office. If the Home Office wished in advance to supplement the existing material by a further written memorandum of statistical material of comments, perhaps this could be received by Wednesday 17 May.

As agreed by telephone, perhaps you would like to contact Clare Genis (01-219 6105) when you have consulted Mr Renton's
