Although Chinese authorities have stressed desire to separate party and government functions, in effect there are parallel
structures.
e.g.
Many officials wear 2 hats. In most government bodies MFA and State Council there is also a party structure.
As far as policy formulation on Hong Kong is concerned, key policy issues and co-ordination with other organs of government is handled by Hong Kong and Macao office of State Council.
Hong Kong and Macao office of MFA responsible for foreign affairs aspects of policy on Hong Kong and are principal contact point of British Embassy. In practice Hong Kong and Macao offices in State
Council and MFA work in close liaison. Since 1 July 1988 Chinese have also established JLG office in Hong Kong. Staff drawn from
both State Council and MFA.
