D: CHINA AND HONG KONG

(i) Chinese organisational structure

There are 2 major hierarchies which are concerned with Hong

Kong affairs: the Communist Party and the Government, including the

State Council and the National People's Congress.

The Party plays the leading role, overseeing the operations of the State Council the main governing body and National People's Congress and its Standing Committee.

Over 3,000 menhis

National People's Congress is China's parliamentary body but is quite unlike Westminster Parliament. Indirectly elected (by provincial-level congresses). (Meets far less regularly. Only one plenary session a year, lasting 2 weeks. Most recent plenary meeting has just come to an end. NPC's Standing Committee with

about 150 members meets for 2-4 days at monthly intervals to enact

laws and make ministerial and other appointments.

Some memtus fro HIC (= Macao)

The NPC's Foreign Affairs Committee which is formally the

FAC's counterparts and whose Chairman you will probably be meeting

is one of several specialist committees charged with examining

relevant bills, etc.

State Council and leading Ministers are elected by NPC.

Executive Committee of State Council approximates to Western

Cabinet.

But in practice, Standing Committee of the Party's Politburo,

assisted by the Party Secretariat headed by Zhao Ziyang, acts as an

inner cabinet. Various central party organisations, eg the Foreign

Affairs Group, supervises work of Ministry of Foreign Affairs.

The National Party Congress is elected for a five-year term and

normally meets only once during its term. The Party Central

Committee (175 full members) usually meets about once a year.
