Consists of a central Government Secretariat (with 16 policy and

resource branches) and 59 departments and agencies.

Cover a very wide variety of functions (eg law and order,

education, social services, environment, land administration etc).

Relationship between ExCo and LegCo

Functional relationship may be roughly likened to a Cabinet and

a Parliament.

No formal relationship as regards membership. But currently 4

official members and 6 non official members of ExCo (ie 10 out of

14) are also members of LegCo.

ExCo policy decisions which have financial implications are

subject to the voting of funds by LegCo's Finance Committee (on which non officials have an overwhelming majority).

Relationship between LegCo, Municipal Councils and District Boards
