7. The revised memorandum seeks to clarify these points in

non-legal language, and to explain various other ways in which the role of the Standing Committee will effectively be restricted. Some

of these points (particularly the last two points in para 6 of the draft memorandum) have been made to us during meetings with Chinese

legal experts and hence cannot be more specifically attributed.

Air Services

8.

The Committee's request for a paper on air services did not

specify which areas should be covered. We have therefore focussed

on the separation process. The UK/Hong Kong/PRC civil aviation relationship is only covered in general terms, since confidential discussions with the Chinese are still in progress.

Human Rights

9.

The memorandum seeks to cover all these aspects which are likely to be of interest to the Committee, including the possibility of introducing a Bill of Rights and the UN Human Rights Committee hearing in November 1988.
