Present situation set out in submission. Problem, but not a crisis. NO intention of stopping people emigrating. Welcome any who wish to return. Looking into what can be done to identify sectors of economy most affected.
External confidence in Hong Kong high. Considerable overseas investment, including projects with pay-back period extending into next

Always potential problem of confidence, given unprecedented political change in 1997. All concerned need to act sensitively. HKG does all it сап to maintain internal confidence and keep Hong Kong a place that people want
live in and return to. Emphasis on maintaining strength of economy quality of life. Long-term planning well into next century (port and airport development, roads and tunnels, Metroplan, environmental improvements).

NO.
Welcome British economic involvement in HK. Already substantial trade and investment. UK enjoys no special privileges, 50 1997 should not change anything. Business men in other countries see Hong Kong as gateway to China, 1997 a$ bringing opportunity. Hope British businessmen will too.
