TRAJSCRIPT C BONG KONG SELECT COMMITTEE MEETING 22 MAR 89

23

PORKIGN SECRETARY (COD):

And that again is reflected in what is there.

Since there,

China's very big initial stake in the success of Hong Kong has

grown and it is not merely a stake in the economic success of Hong

Kong. It is a stake in the success of the one country, two

systems approach because I am sure the Chinese leaders see that as

paving the way to changes in relations with other units as well.

If all that is part of their perception of the need for

SUCCESS, if they have seen the extent to which success has been

growing upon success, if they accept as they do quite plainly the

commitment of the Joint Declaration to an international agreement

which we and they jointly registered at the United Nations, which

the Chinese Foreign Minister and I jointly commended to the

Security Council at the United Natious, there is a tremendous

commitment to the success of what we are engaged in.

And that again is reflected I think in the openness of the

drafting process. Those are all the positive signs which I think

one mist take account of.

QUESTION,

How much is there a linkage, does the Foreign Secretary

consider, between the success of Hong Kong after 1997 and future

endeavours with other unite, which is something he briefly

referred tu. Is that something which you think is very important

ac for an Chin is concerned?
