HONG KONG'S RECORD

Hong Kong has excellent human rights record. Envy of many countries in Asia. It has well established legal system, steadily developing system of representative government, remarkably free press and exceptionally high degree of personal freedom.

UN HUMAN RIGHTS COMMITEE

UK emerged with credit from examination by UN Human Rights Committee of its second report on Dependent Territories on 3/4

November 1988.

Members of Committee praised UK for excellent preparation and candid, precise answers given to Committee's questions.

WHY WAS SECOND REPORT NOT PUBLICISED IN HONG KONG?

IS IT TRUE THAT PEOPLE OF HONG KONG HAVE NOT BEEN INFORMED OF THEIR RIGHTS UNDER THE TWO INTERNATIONAL COVENANTS?

There is already tremendous interest in the 2 Human Rights Covenants in Hong Kong: have received wide media coverage. Rights issues, including Covenants, have been debated several times

in Legco.

'REPEAL OF SECTION 27 OF PUBLIC ORDER ORDINANCE

Know tht Section 27 gave rise to much concern in Hong Kong and Internationally. Hong Kong Government deserve credit for respondi to concern by moving to repeal that Section.
