Undertakings

We understand that the Governor touched on undertakings with
Mr Howell. Mr Howell acknowledged the sensitivity of the scheme as
a subject for public questioning by the Committee. The Secretary of
State might wish to brief Mr Howell on this issue in greater detail
and offer to arrange an ad hoc confidential briefing.
