When Committee visits Hong Kong, am sure Governor will wish to

welcome you with a reception at Government House, perhaps followed by an informal round table discussion. The theatre is important.

Committee will come under intense pressure from Hong Kong media.

Would remind you that Hong Kong press is extremely obtrusive. You

may wish to warn members of your Committee of dangers of talking too freely to the media.

(d) Hong Kong opinion

If you are taking public evidence in Hong Kong, Committee will be overwhelmed by lobbyists, not necessary representative. Hard to

distinguish between public support and mere volume. Those with more

moderate views may be more reluctant to come forward. Important to

listen to a balanced and representative cross section of opinion.

I will be giving the Committee an oral briefing on 8 March. Unfortunately I cannot stay later than 12.30. Understand you may

also have lunch-time engagement. Would other Committee members like

to stay on for further informal discussion with Simon Glenarthur and
