In one of his marginal comments, the Secretary of State suggested that, in commenting on the section of the Basic Law on future political structure, it might be worth noting that all the concepts introduced in the latest draft are derived from suggestions or proposals put forward by Hong Kong people. I take it that the Secretary of State is thinking of the fact that Louis Cha, the author of the mainstream formula, is a Hong Kong member of the

Drafting Committee. I have however concluded that on balance it

would not be helpful to make this point in the Memorandum,
