Mr Howell raised with the Secretary of State a general idea about a continuing joint parliamentary role in Hong Kong for the PNC and Westminster. He drew a parallel with the arrangements for the JLG to continue in being for 2 years after the transfer of sovereignty. He wondered if such an arrangement might have a similarly reassuring effect. The Secretary of State expressed doubts about the feasibility of this.
