Annexes have equal status to the Joint Declaration itself.

Annex I particularly important: it sets out in detail how Hong Kong will function after 1997 and specifies the extent of the autonomy that it will enjoy. Comprehensive in scope and remarkably detailed in its provisions.

[Analyse each of the various sections of the Annex (government structure, laws, legal system, public service, financial and monetary system, economic system, civil aviation and shipping etc etc) to show how the existing system will be preserved and why this is important to Hong Kong's continued prosperity.]

Hong Kong Economy

[A short passage to bring out fact that Hong Kong economy was in the doldrums in 1983/84 before the Joint Declaration was signed; and that since signature the economy has been booming.

Joint

Declaration has provided background of stability and certainty to enable this to happen. Has also created conditions for massive Chinese investment in Hong Kong; and for development of extensive economic co-operation between Hong Kong and China.1

Implementation of Joint Declaration

Annex II of Joint Declaration provides for establishment of Joint Liaison Group (details of how and where it operates).

Describe work of Joint Liaison Group (eleven plenaries so far, frequent expert groups, since 1 July 1988 has taken Hong Kong as principal base in accordance with provisions of Joint Declaration).

Achievements of JLG, highlighting progress that has been achieved; achievements might be listed in a separate Annex to the Memorandum. The Annex would list the achievements on basis of what the Joint Declaration stipulates and how this has been put into practice through specific agreements in JLG.
