INITIAL MEMORANDUM
A 1.
Thank you for your minute of 20 February recording the Secretary of State's views on the outline memorandum attached to my submission of 15 February.
2. I submit a draft memorandum which, as far as possible in the time available, seeks to take account of the Secretary of State's comments. I have shown the draft to Mr McLaren, who has also made some drafting suggestions.
3. We shall be continuing to work on the draft in the next few days. We shall also need to clear it with the Hong Kong
In the meantime, the Government and to take account of their views. Secretary of State may find it helpful to see how the draft is shaping up.
I will incorporate any comments he may have on the initial draft in a revised version, which I will submit for his
weekend box.
