Studies undertaken in association with British
Airports Services Ltd. (BASL) have led to the
conclusion that a new airport should be served
by a high capacity, heavy rail passenger system
(as from opening date) together with new
highway links. For Scenario 5, with ä new
airport at Chek Lap Kok, it is assumed that the
best rail system would comprise one along which
both a dedicated airport rail service and a
public rail service would operate.
For
Scenario C, with a new airport in the Western
Harbour, a dedicated airport rail service only
is considered to be more appropriate.
The PADS study assumes for long term planning
purposes that constraints Over the ownership usage of private cars and goods vehicles
would need to be applied.
