INTRODUCTION
On 28 July 1987, having considered
Members ADVISED and the Acting Governor
XCC (87) 112, that

memorandum ORDERED
(a) a Port and Airport Development Strategy (PADS)
for Hong Kong should be developed; and
(b)
subject to the availability of funds, a consultancy study should be commissioned and additional staff provided for consultants and technical support.
Accordingly, a multi-disciplinary team of consultants was commissioned in March 1988 to undertake the necessary studies with the aim of producing a draft Final Report by 21 July 1989 and a draft Executive Summary by 21 August 1989.

The purpose of this memorandum
to inform Members
of progress SO far made with the study with particular reference to

(a) the principal aims of the study;
forecast needs and shortfalls;
existing/planned projects;
(b)
(c)
(a)
the
main elements of the Recommended Strategies;
(e) the financing and institutional options;
(£) the next steps to be taken; and
(g) public reaction and publicity.
An illustrated account will be presented to Members
to highlight points of significance.
