expected from private investors. A decision to adopt any strategy which involves large investment will therefore be widely welcomed as a sign of confidence in Hong Kong's future. However, close attention will be paid to the rationale for the final strategy adopted to see whether this represents the optimum choice for Hong Kong's long term needs. Moreover, as airports have become

It is not proposed to have any publicity at this time, and no Legislative Council brief will be issued. We feel to go public at this stage would appear too much like a reflex response to the recent events. Closer to the time of a final announcement, а full press conference will be held and a detailed explanation given of the various options.
