Container terminals 1 to 6 at Kwai Chung are expected to be operating virtually at full capacity during 1990. To meet growing demands for port facilities, work is proceeding rapidly on Terminal 7 with the first berth

berth expected to be operational by the end of November 1989; the

of November 1989; the second berth by April 1990 and the third berth by mid-September 1990.

Detailed planning is currently in progress with regard to Terminal 8, alternative sites for which at S.E. Tsing Yi and Stonecutters Island are being evaluated.

New Major Transport Links

24

The major transport infrastructure projects now being actively planned that have an interface with PADS include

(a)

Route 3

This is a trunk road recommended by the Second Comprehensive Transport Study (CTS-2) linking the North West New Territories with West Kowloon and its southern extension via the West Kowloon Expressway and Western Harbour Crossing to Hong Kong Island. This project is required to cope with rapid development in the NWNT and increasing cross-border and container port traffic. It would also serve traffic generated by an airport located at Chek Lap Kok and port development at North East Lantau.

(b) Third Harbour Crossing

The CTS-2 has also concluded that a third, western harbour crossing would be required by mid-1990's to cope with the projected cross-harbour traffic. Despite the completion of the Eastern Harbour Crossing in 1989, it is expected that congestion will again build up rapidly

the Cross Harbour Tunnel. An engineering feasibility study will commence in October this year with a view to starting construction works in 1992/93 for completion This new link would form part of

at

by 1996/97. Route 3.
