Given the sensitivity of the archives question, I wonder whether you could discuss this with somebody in the General Duties Branch before it is taken further. They may have views on whether it would be appropriate to take this further, and if so how. I hope you will understand that I am not dragging my feet on this, but simply being cautious as to how we proceed. I am copying this letter to Donald Tsang in General Duties Branch.
