You wrote to me on 2 November seeking our agreement to your proposal to provide a microfilm copy of these archives to the State Archives Bureau of the People's Republic of China as a 'professional' solution to the claim to the records. which the Chinese have put forward.
We are more than happy to go along with what you propose.
As you and I are aware, a formal claim to the records themselves would cause us probably insuperable difficulties at a time when we are anxious to keep our relations with the Chinese on an even keel. If the Chinese can be satisfied with a microfilm, we shall be well pleased.
