I attach a copy of the reply from Mr Canty in Bermuda to my approach about a Bermudan contribution towards the costs of the Commercial Fraud Officer and his Unit. You will

that the Bermudan Cabinet have agreed a contribution of £6,000 for 1988/89 (the Commonwealth Secretariat's financial year runs from 1 July to 30 June).

I shall have to answer the various questions raised in the second paragraph of Mr Canty's letter. I am not sure how the Bermudan contribution would actually be paid. I do not know how Hong Kong's contribution is paid, however, and should be grateful for any light you can throw on the subject. I think the Bermuda contribution ought to be handled in the same way.

You will obviously wish to pass the good news to Hong Kong. I think it might be wise not to be too specific in cash terms about the effect on Hong Kong's contribution of this offer by Bermuda: we shall not (if history is a good guide) be discussing the Secretariat's 1988/89 budget until nearly the middle of the year and there is much water to go under the bridge before we reach those discussions.
