It is not known what causes homosexuality. It has
been to suggested that we might all have the propensity, to be
homosexual (2), this propensity being latent.in most people.
Besides genetic or biological factors, environment may also
play a part in the development of homosexual tendencies. It
is impossible to disentangle nature from nurture but it seems.
likely that environmental factors can encourage, perhaps
temporarily, latent homosexual tendencies. For the purposes
of this discussion document we are concerned only with those
people who engage in homosexual activities and consequently
commit homosexual offences. For such people the homosexual
propensity is not latent and they are often exclusively
homosexual; others may be attracted to members of both sexes
(bisexuality).
Is homosexuality an illness?

Homosexuality is not generally regarded by the
medical profession as an illness or a disease (3). There is
certainly no ready "cure" for homosexuality and most
homosexuals do not seek a "cure". They do not consider their
sexual preference to be deviant or perverted even though at
times it can give rise to feelings of guilt and shame. There
are homosexuals in all social strata and professions and it
seems likely that we all know and respect some such people
without having any idea of their sexual preference.
