REVIEW OF THE LAWS ON HOMOSEXUAL OFFENCES

SECTION I

INTRODUCTION

Public consultation

1.

In June 1987 the Executive Council advised that a

discussion document should be published to allow the public

the opportunity to express their views on whether the law

relating to homosexual offences should be changed and, if so,

how.

2.

If change is considered to be necessary there are two

clear options

(1) to remove the criminal penalties for homosexual

acts committed in private between consenting

adults; or

(2)

to reduce the penalties for such acts;
