Guangdong Courts
I am writing to report, a little belatedly, that the agreement between the Registrar of the Hong Kong Supreme Court and President of the Economic Division of the Higher People's Court of Guangdong was finally concluded on 16 June by an exchange of letters (copies attached).

After the laborious process of producing the ExCo memorandum on Guangdong courts, its passage through ExCo on 22 March 1988 was relatively painless. In addition to proposing a few minor amendments to the agreement, ExCo advised that a provision for the arrangements to be reviewed be included in the agreement. This was agreed by the Chinese. The review meeting will be arranged for December this year or January next year.

ExCo also said that their advice should be sought if a further approach from other authorities within China were made and that the negotiations of any future agreement should be at the diplomatic rather than the judiciary to judiciary level. As you can imagine, given the history of this agreement, we are fervently hoping that we do not receive further approaches on such matters!
