Thank you for your letter of 8 March, about which we have spoken.

We quite appreciate your point that

Hence the proposition that

the governor "may exercise the powers of the Secretary of State"

in subsection (3). This leaves open the possibility that the ✓ Secretary of State may step in himself, though obviously this

would be exceptional.

In subsection (4) the words "recognised by the governor" and

"recognised by the Secretary of State" are new. They are

inspired by the phrase "recognised by the governor" in section

17(1) of the 1870 Act.

In subsection (6)

(6) the words "specified in the Order" are new.
