I am sorry to have to raise this rather complicated point in connection with an operation which is primarily intended simply to bring existing legislation into line with the new thoughts in

Part I of the Bill. I do not of course know whether there will

the law of Scotland or of be corresponding difficulties for Northern Ireland, though I suspect that we may find that they

have their problems too.
