Your letter of 21 March is receiving a threefold response.
First, we sent you a couple of extra repeals with my letter of
21 March.

Secondly, my letter of 21 March to Mrs Evans took account of your
letter, so far as torture was concerned.
This present letter is the third and final instalment.
I think that, subject to two points, the enclosed draft
amendments are self-explanatory.
The first point that we believe to require comment is our
suggested amendment for clause 1. About eleven lines up from the
bottom of the second page of your
letter you remark on a
difficulty of expression, in that a multilateral convention is
obviously a general arrangement, because there are a number of
