CRIMINAL JUSTICE BILL : EXTRADITION
1.
We spoke about your letters of 16, 17 and 18 May and the further amendments you sent around on 18 May.
2. I would simply confirm, for the record, that we are now content with the amendment to the Civil Aviation Act 1982, and with clause 18 of the Bill as attached to your letter of 18 May. I also note and agree with the changes you have made in the first new clause (Application of general extradition arrangements to colonies).
3. As I mentioned to you, however, I do not think we need the second subsection in the second new clause. The procedures are to be available on an ad hoc and exceptional basis, and we want them to cover any situation that might so arise. If it is thought that a colony should never extradite to a particular State, I am inclined to think that this can be done by directions from the Secretary of State, or by administrative guidelines of that sort.
