I enclose a copy of a circular letter from Peter Monk of Nationality and Treaty Department to Attorneys General in Dependent Territories. You will see that the letter is at this stage designed for information only, and requires no action.

However, given our ongoing discusions with the Chinese authorities over Hong Kong's future extradition arrangements, you will wish to study the letter and its implications with great care. No doubt you will take it up with Frank Stock. most useful if Special Duties Unit and General Duties Branch could also be brought into discussions.
