varying length) between application for CNCC and issue of

Annex A
7.
Information on the number of applications for
CNCCS for immigration purposes, and number of visas
issued, are at Annex A. The total number of CNCCs sought
in any one year, which is sometimes quoted in media
reports, is higher than that shown in Annex A because
some CNCCs are needed for other purposes, such as student
or business visas, local adoption and overseas
applications.
However, not too much should be made of
this discrepancy as nearly 90% of all Certificates are
related to immigration applications lodged locally, and
it is likely that many of those sought by Hong Kong
residents overseas (3,251 in 1987) are also related to
emigration. This latter point requires further study.

Taking only those applications for known immigration purposes, statistics on CNCC applications
indicate a surge in emigration beginning in 1986.
