The basic sources of information about

emigration are:

(a) applications for Certificates of No Criminal

Conviction (CNCC) handled by Royal Hong Kong

Police Force:

(b)

statistics on visas issued by main destination

countries, provided by consulates; and

(c) balance of migration statistics, provided by

the Immigration Department.

Each of these sources has its limitations, discussed in

detail below or in the appendices, but taken together they shed some light on the position.

CNCC

The main immigrating countries require adult

applicants to produce a Certificate at some stage in the

application process. The different countries require the Certificate at different stages and the age cut-off

varies. The number of CNCCs will, therefore, exclude

children but include persons who subsequently fail to

secure a visa. The total by itself therefore does not

give us a complete picture.
