Dear Secretary,

HKBC: Possible Expansion Post-1991

Introduction

As you know, one of the subjects which the UPGC has been discussing this week is the possible expansion of the Baptist College beyond its present approved student population of 3,000 fte, post-1991. In the light of the Executive Council's decision on paper XCC (88) 119, members have given particular consideration to the possibility of the College expanding to 4,000 fte students by 1993-94. In this connection, the Committee has considered the College in isolation and has assumed that additional funding and student numbers would be approved for this purpose; and that such expansion would not be at the expense of the development of the other institutions. Members are aware of the other important and urgent issues affecting overall expansion of opportunities for higher education in Hong Kong

but these have not been taken into account in this assessment.

There are four main factors which the Committee has taken into account when considering Baptist College : the academic progress of the College; the availability of suitable accommodation; the

provision of additional funding; and the ability

of the College to offer suitable courses.
