PLANNING FOR TERTIARY EDUCATION :
STUDENT NUMBER TARGETS FOR 1991-94 TRIENNIUM
AND PLANNING PROJECTIONS TO YEAR 2000
THE PROBLEM
at the number
A few issues concerning student numbers tertiary institutions require decision : student targets for the
the 1991-94 triennium, proportion of degree places at the two Polytechnics, expansion of
expansion of the Hong Kong Baptist College and further development of the Hong Kong University of Science and Technology. Revised planning projections to

RECOMMENDATIONS AND ADVICE SOUGHT

It is recommended that. subject to budgetary considerations and acceptance of the financial implications by the Finance Committee of the Legislative Council where appropriate -
(a) the student numbers for 1991-94 as set out
in Annex C should be
be confirmed as the targets for that triennium;

the limit on degree places
places at the two Polytechnics should be revised from 30% to 40%, with professional diploma and postgraduate places being counted within that limit;
the three non-university institutions should be permitted, at the discretion of the University and Polytechnic Grants Committee (UPGC) and within
within the approved limits on degree places, to register students for higher degrees by research;
(d) the Hong Kong Baptist College (HK BC) should be permitted in principle to expand a capacity of 4.000 full-time equivalent (fte) students by 1997 to 5,000 fte students by the year 2000; and
