The increased desire to emigrate first manifested itself in a jump in the number of CNCC applications in 1986, which continued in 1987. This resulted in a rise in the number of visas issued, beginning in the second half of 1986 and growing rapidly in 1987. As а result, the net migration out flow in 1987, at just under 27,000, was higher than the average of 20,000 per annum maintained in the early 1980s. Based on the visa issue statistics and allowing for the average two quarter time interval before departure, it seems likely that this net figure was derived from 30,000 new emigrants departing less some 3,000 former emigrants returning. On the same basis, the number of new emigrants in 1988 will be about 45,500. Although it is not possible to
possible to forecast the number of returnees, the net out flow figure for 1988 is likely to exceed 40,000.

Information about the types of persons emigrating is available in two ways. All applicants for CNCC are required to complete a Data Collection Form which is forwarded by the Police to the Census and Statistics Department. In addition, six of the seven main destination countries distribute the same Form to successful visa applicants, collect the Forms after completion and return them to the Census and Statistics Department. The sole exception is Canada. From the se two sources taken together, and after making allowances for the intervals between different stages in the emigration process, we are able to estimate that of the 30,000 people who emigrated in 1987, some 7,330 were in the "professional, administrative and managerial" category of the work force, i.e. the proportion of professionals among
among total emigrants was 24.4%. Statistics prepared by the Census and Statistics Department suggest that the total stock of such persons in the community was 279,400 in 1987, i.e. around 5% of the total population.

This imbalance continues in the profile of 1988 emigrants. Some 11,050 of the 45,500 emigrants (i.e. 24.3%) will be professionals.
