Clause 20 is an enforcement provision and enables
a person authorized by the Financial Secretary, for the
purpose of determining amounts payable on account of the
royalty referred to in paragraph 21 to require the
production of documents and when produced take a copy
thereof or of any entry therein or remove the document for
further examination. The person so authorized may also
question any director or servant of the company concerned
as regards its business. The clause will also apply as
regards subsidiaries of a licensee.
22. Clause 21 will in effect require copies of the
accounts of a company which is a subsidiary of a licensee
to be sent to the Financial Secretary.
23. Clause 22 confers on the Broadcasting Authority
powers similar to those conferred on the Financial
Secretary by clause 21. They are exercisable where the
Broadcasting Authority is of opinion that this is necessary
for the proper performance of any of its functions.
24. Clause 23 repeals certain provisions of the
principal Ordinance.
25.
This Bill may necessitate an increase in the
staff of the Television and Entertainment Licensing
Authority.
Any additional resource requirement will be
processed in the normal way.
