ensure that the Basic Law properly reflects

the provisions of the Joint Declaration. In

most respects it does, often including those

provisions verbatim. It is on the whole an

encouraging first draft. But certainly there

are some important points that need further

work. We are pursuing these with the Chinese.

Monckton does not mention the Sino-British

Joint Liaison Group. That is the forum where

Britain and China discuss the implementation

of the Joint Declaration. It has settled many

important points since it started work three

years ago, such as separate membership for

Hong Kong in the GATT, separate Air Services

Agreements for Hong Kong, travel documents for
