The Sino-British Joint Declaration, to give
the Hong Kong agreement its proper name, was
recognised on its publication in 1984 as a
great diplomatic achievement. The British
press saw it as such. Most importantly the
agreement was well received in Hong Kong, by
the people of Hong Kong and by investors
there.
It is that Joint Declaration which is
