You were kind enough to receive a Delegation, of which I was a member, from the World Press Freedom Committee on 16th June 1986 in order to discuss Section 27 of the Public Order Ordinance.

I believe that the Chairman of the Delegation, Leonard Marks, sent you a copy of our report which dealt with our view of the situation in Hong Kong on pages 4 and 5. We wrote that Section 27 violated Article 19 of the Universal Declaration of Human Rights and hoped for its repeal. We added that:-

'The Delegation was encouraged by the very constructive attitude of the officials and their willingness to consider seriously the implications of these restrictions. The Delegation was assured that the legislation would be monitored during the coming months and that the matter would be reexamined if it appeared that the concerns expressed were justified.'

I have agreed to represent the World Press Freedom Committed and the International Federation of the Periodical Press before the United Nations Human Rights Commission during its forty-fourth Session in Geneva during the week 15th 19th February. I shall be speaking on Agenda Item 8: 'Question of the realization in all countries of the economic, social and cultural rights contained in the Universal Declaration of Human Rights and in the International Covenant on Economic, Social and Cultural Rights...'

I have been asked to deal principally with the legal situation of the press in Hong Kong and Singapore.

I wonder if your officials have carried the monitoring of the legislation to a point at which you may be able to indicate a possibility whether your attitude to the legislation could change. What I shall say about Hong Kong will be in line with the Delegation's report but I wish to be as little critical as is possible in conscience, and it would be a great help if the results of your monitoring were to point in a new direction.

I shall be very grateful for any further information that you may be able to give me.
