Summary of other changes in the Film Censorship Bill 1987

The distributor will be required to provide, instead of one copy of a film, as many copies of the film as the number of classifications sought by the
distributor. This is necessary since the Authority will require adequate copies of the film to make different excisions if more than one classification is to be given. Details of the submission process will be prescribed in subsidiary legislation.

A certificate of exemption will be issued for each film, rather than for each copy of a film as previously provided for. Likewise a certificate of approval will be issued for each classification of a film. It will be acceptable to display a copy of a certificate. Copies do not have to be issued by the Authority. This is to cover a situation where a cinema operator may wish to exhibit a film at short notice, and, for some reason or other, the original certificate for the film is not available. Clauses 9 and 13 have been amended accordingly. A new sub-clause (3) under clause 2 has been inserted to clarify that once a film has been issued with a certificate of exemption/approval, any reference in the Bill to such film will include a copy of that film and that certificate applies accordingly. The definition of "duplicate" has been deleted.

Sub-clause 8(2)(a)(ii) requires a distributor to state the number of copies of film in his possession to allow the requisite number of certificates to be issued by the Authority. This information is now superfluous and the provision has been deleted.

Arising from the changes in para. 2 and 3 above, clause 15 of the last draft of the Bill has been deleted. The clause requires a film distributor to ensure that every copy of a film intended for exhibition is excised in the same way as approved by the censor. We are only concerned that a film under exhibition has been properly excised, and that any person contravening the law will be penalised. Clause 21 provides for this.
