THE PROBLEM
The consultation period for the Film Censorship Bill 1987, published on 3 April 1987 for public information and comment, has now elapsed. As a result of the

many views received, the Bill has been substantially revised. We intend to publish a second "white" Bill for further comment.
RECOMMENDATION AND ADVICE SOUGHT

We recommend that the revised Film Censorship Bill 1987, at Annex A, be published as another "white" Bill for public information and comment. We further recommend that the consultation period be limited to four weeks from the date of its publication in the Gazette.

Members will be asked to advise whether these recommendations should be approved.

On 31 March 1987, after considering XCC (87)60 and XCC(87)60A, the Council advised and the Acting Governor ordered that the Film Censorship Bill 1987 should be published on 3 April 1987 for public
public information and comment. Copy of XCC(87)60 and the Bill as gazetted are at Annexes B and C respectively. Since its publication, the "white" Bill has been the subject of intensive discussions with the Legislative Council Ad Hoc Group on Film Classification and Censorship (the Group) and representatives of the film industry. It has also been the subject of debate and comment by District Boards, various interested groups and individual members of the community.
