FILM CENSORSHIP ORDINANCE 1988

The objects of this Ordinance are to

repeal and replace the provisions relating to the censorship of films presently contained in the Places of Public Entertainment Ordinance (Cap. 172) and in the Film Censorship Regulations 1987 (L.N. 154/87) made under that Ordinance;
introduce a new system of film classification; and
make consequential amendments to the Television Ordinance (Cap. 52) and the Control of Obscene and Indecent Articles Ordinance (9 of 1987).
2. The new system of film classification provided under the Ordinance is intended to permit a wider range of films to be exhibited in Hong Kong; one of the classifications will be "approved for exhibition only to persons who have attained the age of 18 years". (The present system of film classification does not provide for age restrictions in respect of persons who may view films).

A censor under the Ordinance is required to take into account article 19 of the International Covenant on Civil and Political Rights in deciding whether or not to approve a film for exhibition.
